Dear Shri giridhar Gomang-Ji ,

Apropos my discussion with you held yesterday in the lobby of the Parliament .I have to draw your attention told very genuine case of rehabilitation by giving employment to one member each of the land loser families whose land and houses were acquired and taken in possession by Hindustan Zink Ltd. For the purpose of starting mining operation for lead and Zinc and also for developing the residential colony of the said project.

The Agucha mines near Hurda Village of My constituency (Bhilwara) Is one of the very rich mines in Asia Continent bearing a very high percentage of lead in the Ore body . After the discovery of this deposit , when the question of starting mining operation and developing residential colony for the staff , workmen etc. arose , I was chief minister of Rajasthan and Shri Makhan lal fotedar was the minister of mines, Govt. of India . in the foundation laying ceremony function at the site I promised to provide all facilities from the mines operation in the area Shri Fotedar gave a solemn assurance before the people that the land loser will be provided adequate compensation and also employment in the said enterprise on the basis of at least one member From each land loser family.

The aquisitation proceedings were launched and villagers of area willingly I Agree that the land etc. was paid by the Hindustan Zink Ltd. But the promise of providing employment to one person from each land loser family has not yet been implacment .

This matter was several times brought before your predecessor Shri Balram Singh Yadav meeting was having in his Chamber on 31st march 1994 in which the officer of your ministry and Shri Avinash Chandra Wadhwan , Chairman of Hindustan Zink Ltd. Were also present A decision of providing Job as promised was taken in the meeting I am constrained to mention here that solemn promise has not been so far implemented and Hindustan Zink Ltd. Is trying to go back form the promise on one pretext of the other . there is growing dissatisfaction about this attitude of this Govt. Undertaking , particularly in the Face of the situation when for ordinary un-skilled , semi –skilled, Jobs , people from outside that area have been given employment in large number, the authorities of Hindustan Zink Ltd, have always been advancing a plea that as the job opportunities were not available, it is difficult for them to fulfill the promise however , this is absolutely unfair and people normally have been found saying that Government promises should not be relied upon . I feel the situation needs to be corrected under all circumstances.

I have been given to understand that Hindustan Zink Ltd. Is expanding the work of the mining of lead and Zink in the said Agucha mines and will also be expanding accordingly the concentration plant . in this process they will naturally required the services of un-skilled , semi-skilled and skilled personnel. I feel there is one undertaking to fulfill the solemn promise made by both the Governments (state and Centre) .

A deputation representing land losers of area came to Delhi two-days back and wanted to meet you , but they could not possibly do the same. However, I am grateful of you that you have promised me to look in to the matter most sympathetically in all fairness and take an appropriate action with a view to render justice to the affected families of land losers.

I have been exchanging correspondence on this matter with your predecessor, the authorities of Hindustan Zink Ltd. But no satisfactory solution has emerged so far I would be grateful if you could kindly look into this case personally discuss with, take a just decision in the matter
